Mr. Tarrence McGovern

Mr. Tarrence McGovern is beginning his fifth year in Kershaw County and his 23rd in education. Before coming to Kershaw in 2014, Mr. McGovern spent 19 years as a special education teacher, assistant principal, special education consultant, and education associate at the South Carolina Department of Education in the Office of Special Education Services.  He holds a B.A. degree in Special Education from Clemson University and M.Ed. degrees in Special Education and Education Administration from the University of South Carolina.

Mrs. Lisa Carter

Lisa has lived and worked in Kershaw County since 1996.

Prior to moving to Kershaw County, she lived and worked in Charleston County, Williamsburg County and Florence County.

With her degrees in early childhood, elementary, special education and adminsitration, she has worked in a variety of roles. She has taught regular education grades kindergarten, 2nd, 4th, 5th, 7th and 8th; special education resource K-5th grades, 6th-8th grades and special education self contained 6th-8th grades; has been an assistant principal and principal at an elementary school.

Her current role, as Coordinator for Special Services, allows her to take her vast and varied experiences and use them to support the special education staff and students across KCSD.

As Lisa enters her 31st year in education, she challenges herself to continue to learn and grow to meet the ever changing world of education.

I have been with Kershaw County School District since 2006. I am the Medicaid Related Health Services Bookkeeper for the Special Services Department. I am also the Medicaid Coordinator for SNT & SDAC.

My main job is to ensure all RHS (Speech. OT, and PT) providers are complying with Medicaid regulations and requirements for services they are providing to the KCSD students. I monitor and analyze services logged through our Enrich program by the RHS providers.

I have been the Accountant for School Food Service and Special Services for Kershaw County School District since 2006.  Some of my responsibilities include assisting each department Director with the creation of yearly budgets, monitoring weekly spending, and submission of monthly/quarterly claims and amendments. 

I am a graduate of Columbia College and have over 30 years of accounting experience.

Mrs. Eva Roach

I serve as the Administrative Assistant for Special Service Department. I work on the administrative side with teachers in Enrich, I also have to submit reports to the South Carolina Department of Education. I also have experience working with SASI, PowerSchool.  I have been a part of the Kershaw County School District family for more than 21 years and I have held several roles within the school district.

One of my most important jobs is being a wife to my husband Kenny and mother to our two sons, Kenneth, is currently Assistant Director of Student Affairs at the University of South Carolina and our youngest son Kevin, is a fifth-grade teacher in Charlotte-Mecklenburg School District. 

 My hobbies are traveling, lots of shopping and reading.
